Phyllis Decker, 89, of Ottumwa and formerly of West Burlington, died April 22 at the Hospice House of Davis and Wapello Counties in Ottumwa. Visitation will be held on 10 a.m., Thursday, April 28 at Prugh-Thielen Funeral Home. The funeral will follow. Memorials may be directed to the Hospice House of Davis and Wapello Counties and Blessing Soup Kitchen in Ottumwa.
